12.22. Appendix V: Demobilization Criteria for Child-Focused Operations

These indicators signal that services for children may no longer be required and that the environment is stable enough to initiate demobilization planning.

Section 1: Reunification Status
☐ All unaccompanied minors have been matched with verified guardians or placed in authorized care settings
☐ No new child inquiries or unaccompanied minor registrations have been received for a designated period (e.g., 24–48 hours)
Section 2: Documentation and Tracking
☐ Custody verification processes have been completed for all child cases
☐ Child-specific tracking systems have been reconciled and closed
Section 3: Mental and Behavioral Health Stability
☐ All minors have been offered mental health screenings and immediate psychosocial support
☐ No outstanding behavioral health concerns requiring onsite child-focused support remain
Section 4: Operational Input
☐ Child-focused staff and subject matter experts confirm services are no longer required
☐ No active child-specific safety or medical concerns remain unaddressed within the FRC
